Islamist-Kurdish fighting spreads in rebel-held Syria

BEIRUT (Reuters) - Clashes between Islamist rebel forces and Kurdish militias spread to a second Syrian province on Saturday, activists said, as factional tensions rose in the north of the country.

The fighting is further evidence that the 2011 uprising against President Bashar al-Assad's rule has splintered into turf wars that have little to do with ousting him and highlight the risk of regionalized conflicts that could have an impact on neighboring countries.

The new round of fighting broke out in Tel Abyad, a border town near Turkey in the rebel-held Raqqa province. The Syrian Observatory for Human Rights said clashes began after Kurdish militias in the area discovered fighters from an al Qaeda-linked rebel group trying to rig one of their bases with explosives.

The Kurds retaliated by kidnapping several fighters, including the leader of the Islamic State of Iraq and Sham, one of the most powerful Qaeda-affiliated forces fighting in Syria.

The country's revolt has transformed from a peaceful protest movement into a civil war that has killed more than 100,000 people and become increasingly sectarian.

Syria's marginalized Sunni Muslim majority has largely backed the rebellion against four decades of Assad family rule. Minorities such as Assad's own Alawite sect, an offshoot of Shi'ite Islam, have largely supported the president.

Syria's ethnic Kurdish minority, meanwhile, has been alternately battling both Assad's forces and the rebels. Kurds argue they are backers of the revolt but rebels accuse them of making deals with the government in order to ensure their security and autonomy during the conflict.

Divided between Iran, Turkey, Iraq and Syria, the Kurdish people are often described as the largest ethnic group without a state of their own.

Activists also reported on Saturday a rare eruption of clashes between Assad's forces and rebels in the coastal province of Tartous, an Alawite enclave and Assad stronghold with only a few pockets of revolt.

The fighting broke out near the Sunni town of Banias, the site of a massacre of dozens of people only a few months earlier when militias loyal to Assad stormed the area after a rebel attack on their fighters.

COUNTER-ATTACKS

An activist from the area said Assad's forces launched a new assault after discovering more rebels operating in the area.

The Observatory reported a massing of security forces and militias loyal to Assad both near Banias and the Sunni village of Bayda, which was also the site of a massacre of dozens just days before the Banias killings.

Assad's forces have been on the offensive the past two months after a string of victories. They are trying to cement control of a belt of territory between the capital Damascus and his Alawite stronghold on the Mediterranean coast.

Security sources have said Assad's next move will be to push on to rebel-held territories near the border areas of northern and southern Syria, for which they are slowly trying to build up forces in the area.

Assad's offensive has been dogged by rebel counter-attacks in the north, even as a string of government victories elsewhere in Syria has shifted the battlefield tide in his favor after more than two years of bloodshed.

Activists said opposition forces advanced on the northern town of Khan al-Assal on Saturday and appeared close to seizing one of the last towns in western part of Aleppo province still held by Assad's forces.

Elsewhere in northern Syria, Assad's forces launched a third day of heavy air strikes on the town of Saraqeb in Idlib province.

Some activists suggested the army may be trying to hammer areas near a critical road leading to Aleppo in order to distract the rebels and bring in supplies to its forces.

Rebels have been blockading government-held areas in Aleppo city, Syria's largest urban centre. Aleppo has been mired in a bloody stalemate since rebels launched an offensive in the province last year.

Hardline Islamist rebels also appear to be leading the fight to seize Khan al-Assal. Western powers such as the United States are alarmed about the rising power of radical Islamist groups, particularly since Washington has pledged to offer military support to Assad's opponents.

No military aid has been given yet due to political deadlock over the Islamist issue in the U.S. Congress.

"Perhaps the Islamists are trying to stay out of the spotlight. They've been regrouping and naming themselves with numbers, things like 'the 9th Division' and so on, but these are the same Islamist radical groups like the Islamic State of Iraq and Sham or the Islamic Front to Liberate Syria," one opposition activist said, declining to be named.

Relatives of missing in India floods maintain hope

LUCKNOW, India (AP) ? A day after the government said it would treat more than 5,700 people missing in floods in north India last month as presumed dead, relatives say they still held out hope that their loved ones survived.

The provisional death toll would make the Uttarakhand floods the worst natural disaster in India since more than 10,000 people were killed here in the Indian Ocean tsunami in 2004.

Officials said some of the missing still could turn up alive.

The toll was worsened by the presence of tens of thousands of Hindu pilgrims visiting the state's temples and the many vacationers who head to its cool hills to escape the summer heat.

Teacher Charged With Rape On Wedding Day

A New York high school teacher was charged with rape on what was supposed to be his wedding day.

John Azabache turned himself into the police on Friday after he was accused of raping a 16-year-old female student at the high school he taught at. The alleged incidents happened off school grounds and weren?t during school hours.

The young student?s family contacted the police after they found out that the 31-year-old math teacher allegedly had sexual relations with her between March and July.

Azabache was charged with two counts of third degree rape and was released on $50,000 bond.

A restraining order was also issued to keep Azabache away from the 16-year-old girl and two members of her family.

The former math teacher at Ossining High School was supposed to marry Amanda Rae DeLuccia the day he turned himself in. Most of the wedding guests were informed Thursday that the wedding was off.

?It all just came out at the last minute,? the bride?s 92-year-old grandmother said. ?He always seemed like a nice guy. I don?t know what happened. You men are all alike. You stink. I hope they send him to jail forever.?

?I?m brokenhearted for her,? the grandma cried. ?She doesn?t deserve this. She?s such a beautiful, smart girl.?

Azabache has since been reassigned from teaching and barred from school grounds.

?The safety and well being of our students is our highest priority,? Ossining Superintendent Raymond Sanchez said. ?We take these charges very seriously and will continue to fully cooperate with law enforcement during their investigation.?

Azabache started teaching at Ossining High School in 2008 and earned $74,622 in the 2011-2012 school year.

Growth in Student Debt Increases Demand for a Quick Fix that May Worsen Financial Burdens and Cause Legal Problems

As student financial debt load increases, Connecticut Better Business is warning students and their families about companies that claim they can eliminate debt or promise a ?new credit identity.?

Some debt relief companies require an upfront fee for their services, which is illegal under federal law. Others promise a ?new credit identity,? according to the Federal Trade Commission (FTC), which in some cases, involves the illegal sale of stolen Social Security numbers. The FTC reports debt relief services may alternatively offer a 9-digit Employer Identification Number (EIN) and recommend their clients apply for credit using that number or their ?new? Social Security number.

Consumers who use these numbers to apply for credit face possible fines or prison sentences. It is illegal to lie on a credit or loan application, misrepresent your Social Security number or obtain an EIN from the Internal Revenue Service (IRS) under false pretenses.

There are a number of signs of debt relief fraud:

?Upfront fees are required before the company will begin work
?Advice not to contact credit reporting companies
?Recommendations to use false information on credit applications
?Absence of information about your legal rights or details of what services are provided and their limitations.

The Credit Repair Organization Act (CROA) makes it illegal for credit repair companies to misrepresent their services or require fees before they have performed their services. The CROA requires credit repair companies to draw up a contract which explains your legal rights, what services they will perform, any guarantees, how long their work will take and contains an option to cancel the contract within three days of signing.

Consumers with credit problems do not require a third party to dispute errors in their credit reports.

Credit reports may be obtained free of charge every 12 months from the government-sanctioned service, annualcreditreport.com/.

Options for people with a poor credit history include the use of prepaid credit cards and obtaining advice from the Consumer Credit Counseling Service (CCCS). CCCS services can be obtained free or for a small charge at www.nfcc.org, or by telephone, toll-free at 800-388-2227.

Syria reportedly denies Israel involved in arms depot strike

Syrian officials on Saturday denied reports that Israel had been behind an attack on an arms depot in Latakia a week ago.

The denial followed the weekend confirmation by three unidentified US officials that Israeli warplanes had targeted advanced Russian-made anti-ship missiles in the coastal area on July 5. The comments to CNN seemingly confirmed similar reports in the Arab press.

Early Sunday, The New York Times also reported that Israeli planes had targeted the facility, citing unnamed American officials.

On Saturday, Iranian Arab-language news outlet Al-Alam reported that Damascus was denying Israeli involvement in the attack, citing Syrian officials.

Damascus had blamed a technical error for the blasts, which left several soldiers dead.

Britain?s Sunday Times, citing unnamed ?Middle East intelligence sources? reported that the attack was carried out by an Israeli Dolphin-class submarine, with coordination from Washington.

Before and after satellite photos of the area published by the Israel Defense website over the weekend appear to show several arms sites damaged by airstrikes, with a warehouse also appearing to have taken a direct hit.

The Free Syrian Army?s spokesman Qassem Saadeddine told Reuters on Tuesday that the rebel army?s intelligence network had identified newly supplied, Russian Yakhont missiles being stored at the Syrian naval base at Safira, and that the strike, which was not carried out by his men, was of a military scale.

?It was not the FSA that targeted this,? Saadeddine said. The attack, he elaborated, was carried out ?either by air raid or long-range missiles fired from boats in the Mediterranean.?

Israel has declined to comment on the strike. Defense Minister Moshe Ya?alon brushed aside a reporter?s question about the attack in the port city with this statement: ?There is an attack here, an explosion there, various versions; in any event, in the Middle East it is usually we who are blamed.?

Israel?s stated policy is to not allow advanced weapons from falling into the hands of Hezbollah, and it has reportedly already carried out at least three airstrikes this year on convoys carrying sophisticated weapons from Syria to Lebanon, once in January and twice more in May.

In all cases Pentagon officials later said Israel was behind the attacks, although no Israeli officials had confirmed it.

A former Israeli defense official did, however, confirm to Reuters that Yakhont missiles, capable of paralyzing Israeli maritime traffic along the Lebanon coast and imperiling Israel?s natural gas platforms, were in fact kept at that base near Latakia.

The Government has backed a police force's handling of a suspected terrorist explosion at a mosque and urged that the incident "cannot be allowed to harm community relations".

Speaking as West Midlands Police counter terrorism officers continue their finger-tip search for clues at the scene in Tipton, Security Minister James Brokenshire said the force had the Home Office's "full support" as its investigation into Friday's blast progresses.

He said: "Violence like this has no place in our society; this appalling attack could have caused serious injury to many innocent people.

"West Midlands Police are treating this as a terrorist incident and they have our full support.

"The Home Secretary and I are being kept updated with the progress of the police investigation.

"What happened in Tipton cannot be allowed to harm community relations. It's important that the police continue to receive all necessary support to identify those responsible and bring them to justice."

Detailed searches are continuing in Binfield Street and the surrounding area following the explosion behind Kanzul Iman Masjid mosque just after 1pm on Friday.

It is understood the blast, which scattered debris, including nails, across a wide area centred on an embankment near a disused rail line running behind the mosque.

No-one was injured but some minor damage to property was reported.

Yesterday afternoon a controlled explosion was carried out after a potential small component part of the device was discovered in the garden of one of several nearby homes that had been evacuated as a precaution.

For safety reasons the item could not be removed so specialist army bomb disposal officers dealt with the component at the scene.

West Midlands Police assistant chief constable Marcus Beale praised the community for its solidarity in the wake of the explosion.

He said: "The community has been fantastic on a number of levels: we've had support and understanding from the families affected who've been forced out of their homes and we are grateful for that.

"The wider faith communities have also come together to show solidarity, very much giving the message that it's an attack on all of them and does not reflect the feelings of the local community.

"If anyone happened to have been nearby at the time of the explosion it would have resulted in really horrible injuries.

"I would appeal to people, if you have the smallest piece of information that may help us find the perpetrators, please contact us. We will treat you with sensitivity and you may help take a very dangerous individual off the streets."

Neighbourhood officers will be visiting mosques and other places of worship across the region to offer reassurance.

Speaking on behalf of the community, Imam Ghulam Rasool from the Kanzul Iman Masjid mosque, said: "This senseless act tried to divide us but we respond united and more determined to come out stronger in condemnation of extremism and in maintaining and further strengthening existing good community relations in the borough.

"For those who wish to divide us and fringe elements that may wish to exploit this situation we have this message: we are one borough, one community that remains united in defiance of extremism wherever it may come from. We are united in support of strong community and interfaith relations and in our belief that this is a country that values freedom of speech, expression and religious co-existence.

"Acts such as these will only strengthen our resolve.

"To the wider community we say this: Let's continue to go about our lives not intimidated by fear or violence, not provoked by senseless acts of extremism or terrorism designed to undermine our borough's harmony and cohesion.

"The people of Tipton and Sandwell will never succumb or be seduced to senseless acts or initiatives designed to spread fear, messages of hate and division that bring disharmony to our communities."

Anyone with information, particularly anyone who saw people acting suspiciously around the disused rail line behind Kanzul Iman Masjid mosque on Friday morning or the days leading up to the explosion, is urged to call police on 101, or Crimestoppers anonymously on 0800 555111.

For Mexico's national soccer team coach, it's not 'if,' but 'when'

Jose Manuel "Chepo" de la Torre is, by all accounts, a personable and intelligent fellow. So when he was named coach of Mexico's national soccer team three years ago he had to have known the next career move would be his firing.

In the last four decades, only one Mexican coach ? Ricardo La Volpe, in 2002-06 ? has lasted an entire four-year World Cup qualifying cycle. It now seems obvious Chepo won't be the second.

Thursday's 2-0 win over Canada in Gold Cup play ? only the third victory in 14 matches for Mexico this year ? may have delayed De la Torre's dismissal, but it won't save his job. Mexico, which plays Martinique on Sunday in its final match of group play, will probably have to win the tournament if De la Torre is to survive through the resumption of World Cup qualifying in September.

That's not going to happen the way the U.S. is playing, with Saturday's 4-1 win over Cuba extending the Americans' winning streak to seven and giving them 16 goals in their last three matches.

Meanwhile, the longer De la Torre stays, the more of a distraction he becomes and the longer the eventual transition to a new coach ? say, assistant Luis Fernando Tena, who coached Mexico to a gold medal in last summer's Olympic Games, or Miguel "Piojo" Herrera, who led politically connected Club America to a Mexican League title this year ? is delayed.

It had to be unsettling to Mexico's players to see their coach pelted with debris as he walked off the field at the Rose Bowl last Sunday after a 2-1 loss to Panama in their Gold Cup opener. It was certainly unsettling to De la Torre, who needed an hour to compose himself before appearing at a postgame news conference where many of the questions centered on his future.

Is the job too big for you? he was asked.

"No," De la Torre snapped in Spanish. "You asked for a direct and clear answer. And I said no."

Clearly something is amiss. Mexico won all six of its matches, outscoring opponents 15-2, in the third round of World Cup qualifying last year. But in its first six matches in the Hexagonal round this year, De la Torre's team has won just once.

Once unbeatable at home ? El Tri entered the Hexagonal 37-1-2 in qualifiers in Azteca Stadium ? Mexico has yet to score a goal there this year.

In fact, of the 12 goals Mexico has scored in its 14 games this season, Manchester United striker Javier Hernandez has accounted for seven of them and Olympic standout Marco Fabian has another three. That's not the kind of shared production De la Torre envisioned he would get from a veteran team built around Hernandez, Andres Guardado, Giovani Dos Santos and Aldo de Nigris, who have played together for years.

So De la Torre has begun framing Mexico's recent failures as a learning experience.

"Listen, if you don't have character, you can't overcome difficult situations," said De la Torre, who, like other coaches whose countries are involved in World Cup qualifying, is using a "B" team in the Gold Cup. "Any difficult situation that you have along the road, you have to think: How are you going to turn things around? How are you going to react? Are you going to stay still, or analyze the circumstances and keep working?

"We are here with a very ambitious project with capable people on this national team. We've been very focused. We haven't gotten the results we want, but we are going to keep working hard in order to get better. There is no bad streak that lasts forever. We're going to keep working to get the better streaks."

But time is running out on both De la Torre and Mexico.

The country, which has never advanced beyond the quarterfinals in a World Cup, had high expectations for Brazil next summer. Now Mexico finds itself locked in a tight battle with Honduras and Panama just to qualify for the tournament.

For the time being, however, the Mexican soccer federation is standing by its man.

"There is no Plan B," national teams director Hector Gonzalez Inarritu said last month. "I'm confident that we will qualify for the World Cup and we will win the Gold Cup."

Meanwhile De la Torre is left to twist in the wind, with fans and the media calling for a firing he knew would come when he took job. The only question now is when.

"When I got this position I knew exactly the challenges that I took," he said last week in Seattle. "If I paid attention to [the criticism], I would be sick, I would be in the hospital. That's why I'm concerned with my job and what I'm doing and planning to move forward."

Getting things done- online timer and virtual assistant to email to dos

Hey All,
OK, I know that this is a totally random post. So I have seen a few online timers, but most have a heart pounding alarm- yeah that ain't gonna work. I want to set an alarm for 5 minutes. I work for 5 mins, and than I watch a show or surf online for 5 mins. Most days I have my phone, and that works fine, but today it is out of juice.

I think a great count down timer would be A. Your screen image would shake, so you would be alerted that it is time to stop procrastinating and get back to work. OR, you designate the website that you are loafing on and it would lock you out for your designated time, like 5 mins. As an aside: I know i saw a mindful timer that had like zen bells before, anyone know of this? The bell bring you back to the present moment, so that would be great.

Since these dream applications are probably not yet realized , any regular count-down timer that does not have a crazy alarm will work- also I like the count-down to be shown on the tab- I know I'm asking for a lot . Ok, the follow-up is a free virtual assistant. On my days off I type up lists to get done at home or a work, yea I email them to myself, but it would be great if I there was a service where I could type out my list and have it sent to me at a designated time. This would be a useful tool to help me keep on task with a project that I am trying to break down. Any ideas? If the list can not be emailed to me, is there a site that I can go to? thanks

Samsung SMN900 model numbers surface, hint at a future Galaxy Note

Samsung is reportedly working on its third Galaxy Note smartphone in as many years, but there's been little in the way of official details. Thanks to some digging round the web, though, a few model numbers have come to light. Samsung's own user agent profiles mention two new Note family members, the SM-N900A and SM-N900T, both of which carry 1080p screens. Some extra sleuthing at an Indian importer has also revealed references to a root SM-N900 device as well as P, S, V and R4 variants. Unfortunately, there isn't much more to know -- while the naming schemes likely reflect different carriers and regions, there's no tangible clues as to where each model belongs. If some of these numbers resurface in the near future, however, we won't be surprised.

(AP) ? Archaeologists say they have discovered some of the world's oldest known primitive writing, dating back about 5,000 years, in eastern China, and some of the markings etched on broken axes resemble a modern Chinese character.

The inscriptions on artifacts found at a relic site south of Shanghai are about 1,400 years older than the oldest written Chinese language. Chinese scholars are divided over whether the markings are words or something simpler, but they say the finding will shed light on the origins of Chinese language and culture.

The oldest writing in the world is believed to be from Mesopotamia, dating back slightly more than 5,000 years. Chinese characters are believed to have been developed independently.

Inscriptions were found on more than 200 pieces dug out from the Neolithic-era Liangzhu relic site. The pieces are among thousands of fragments of ceramic, stone, jade, wood, ivory and bone excavated from the site between 2003 and 2006, lead archaeologist Xu Xinmin said.

The inscriptions have not been reviewed by experts outside the country, but a group of Chinese scholars on archaeology and ancient writing met last weekend in Zhejiang province to discuss the finding.

They agreed that the inscriptions are not enough to indicate a developed writing system, but Xu said they include evidence of words on two broken stone-ax pieces.

One of the pieces has six word-like shapes strung together to resemble a short sentence.

"They are different from the symbols we have seen in the past on artifacts," Xu said. "The shapes and the fact that they are in a sentence-like pattern indicate they are expressions of some meaning."

The six characters are arranged in a line, and three of them resemble the modern Chinese character for human beings. Each shape has two to five strokes.

"If five to six of them are strung together like a sentence, they are no longer symbols but words," said Cao Jinyan, a scholar on ancient writing at Hangzhou-based Zhejiang University. He said the markings should be considered hieroglyphics.

He said there are also stand-alone shapes with more strokes. "If you look at the composition, you will see they are more than symbols," Cao said.

But archaeologist Liu Zhao from Shanghai-based Fudan University warned that there was not sufficient material for any conclusion.

"I don't think they should be considered writing by the strictest definition," Liu said. "We do not have enough material to pin down the stage of those markings in the history of ancient writings."

For now, the Chinese scholars have agreed to call it primitive writing, a vague term that suggests the Liangzhu markings are somewhere between symbols and words.

The oldest known Chinese writing has been found on animal bones ? known as oracle bones ? dating to 3,600 years ago during the Shang dynasty.

Randy Travis remains in critical condition

Grammy-winning country singer Randy Travis remains in critical condition, but has not undergone heart surgery, representatives of the musician said Tuesday.

Numerous media outlets reported a statement from Travis' sister-in-law, Teresa Traywick, in which she said the family had been told the singer did have surgery, but representatives say those reports were false.

"We are very thankful to the fans for their love and support during this time," Travis' representatives said.

The singer was admitted to a Dallas hospital Sunday and is being treated for viral cardiomyopathy, an infection of the heart muscle. He "underwent placement of an IMPELLA peripheral left ventricular assist device for stabilization prior to transferring hospitals," the statement said.

Other country stars sent out thoughts to Travis using Twitter. Carrie Underwood wrote, "Thinking about my friend, @randytravis, tonight. Hope he gets better soon..."

The country star has won multiple Grammys, Country Music Awards and other honors, and has a star on the Hollywood Walk of Fame. He has also appeared on numerous television shows and in movies.

California female inmates sterilized: 'more cost effective than welfare' says doctor

Not only is it morally wrong to pressure women into having this procedure, it is against the law. Federal law makes it illegal to use federal funds to pay for inmate sterilizations.

A horrifying picture of modern-day eugenics is emerging in California, the state that was once known as the country's most prolific sterilizer, with as many 20,000 people losing their ability to procreate between 1909 to 1964. They were so well-known for their practice of preventing the 'inferior' from breeding that historians say Nazi Germany contacted the state's eugenics leaders in the 1930s. You know they must have been doing something terribly, terribly wrong if Hitler was seeking their advice.

That shameful past is coming back to haunt the state as a new report emerges that almost 150 female prison inmates were sterilized between 2006 and 2010 without state approval. The report released by The Center for Investigative Reporting claims that at least 148 women received tubal ligations during that time frame. Records show that between 1997 and 2010 the state paid $147,460 to doctors to perform the surgery on inmates.

According to advocates and prison inmates, the staff targeted women they believed would return to prison in the future. OB-GYN, Dr. James Heinrich, who worked at Valley State Prison for Women claims the practice was one that helped poor women who faced the possibility of developing complications from future cesarean sections. Which is entirely possible but not his real motivation, as he goes on to explain. The good doctor commented on the cost effectiveness of the surgeries, claiming that the money spent was not a very large amount, all things considered.

"Over a 10-year period, that isn't a huge amount of money," Heinrich said, "compared to what you save in welfare paying for these unwanted children - as they procreated more. They all wanted it done," he said of the sterilizations. "If they come a year or two later saying, 'Somebody forced me to have this done,' that's a lie. That's somebody looking for the state to give them a handout." [Source]
Well, isn't he thoughtful? Heinrich is named by inmates as one of the doctors who routinely coerced and pressured them into having the procedure, most of the time, according to patients, without even explaining why they'd need it. Really, though, he was doing the right thing.

Not only is it morally wrong to pressure women into having this procedure, it is against the law. Federal law makes it illegal to use federal funds to pay for inmate sterilizations. California state law requires that before state funds be released to pay for the procedure, the Health Care Review Committee approve each surgery on a case by case basis. This, however, did not happen; no requests were submitted to the review board.

Dr. Ricki Barnett who tracks costs and procedures for the California Prison Health Care Receivership told prison officials to halt the sterilization practices after being alerted to the matter by a state senator. In the meetings over the unapproved tubal ligations, Barnett makes a disturbing claim about officials involved:

The 16-year-old restriction on tubal ligations seemed to be news to prison health administrators, doctors, nurses and the contracting physicians, Barnett recalled. And, she said, none of the doctors thought they needed permission to perform the surgery on inmates.

"Everybody was operating on the fact that this was a perfectly reasonable thing to do," she said.

Everybody thought that it was perfectly reasonable?! Da'fuq???!!!! That is perhaps the most disgusting revelation about the whole story: they thought it was okay. Pressuring women, who have hit rock bottom, into giving up their ability to ever have another child again is totally reasonable. In what world, you ask? In the world of people like Dr. Heinrich, that's where.

Heinrich all but admitted he was asking women, who he determined would likely be on welfare, to have the procedure. Because we shouldn't have to pay for all of those 'unwanted' babies. Gee, wonder what his political affiliation is?

These procedures were not medically necessary; it was his personal disgust for these women that drove him to push the surgery on them. He is of the mindset that they do not deserve to have children, they are not worthy. He is cleansing the gene pool, one inmate at a time. Seem too harsh? A little accusatory? Wrong? Nope, his own words prove that that was his mission. This doctor wanted to prevent these undesirable women from having any kids. He, and the rest of the officials involved, were their judge, jury and executioners. That is the very definition of eugenics.

Sure, the women had to approve the surgery, but under what conditions did they say yes? At least one woman said they asked while she was strapped down and in labor. What better time to carry out the nefarious plot than during the most painful experience many women will ever go through. You know, they're always in their right mind to consent then! I would have agreed to shaving my head bald and tap dancing naked when I was in labor. That is why asking for consent during labor is a big no-no in the eyes of the courts. It's one of those times when you cannot be considered for informed consent.

The procedures have stopped but the damage is done. Unfortunately for California, they just can't seem to get away from their dark, horrible history. They've repeated it already, on a much smaller scale, but repeated it nonetheless. This is a case of an extreme abuse of power and it is absolutely, completely, and utterly deplorable. Sadly, the women involved could be awarded a judgement if they choose to sue but nothing can ever right this wrong. Absolutely nothing will rectify this situation.

    Red Bull?s error was deemed the most serious and the team were fined ?30,000 (?25,830) for letting Mark Webber go before his right-rear wheel had been properly secured.

    The wheel came off the car and struck cameraman Paul Allen who was taken to hospital.

    ?I knew we had lost the tyre in the pit stop of course, but not that someone got hit by it,? said Webber. ?That?s bad and I hope he is okay, that?s the main thing.?

    The stewards ruled: ?The team released car two before all wheels were safely fitted and the right rear wheel came off as the car left the pit stop position. The wheel passed four teams and struck a camera operator causing injury.?

    Asian stocks sink on China growth jitters

    (AP) ? Concern over China's slowdown weighed on Asian stock markets Monday after the head of the International Monetary Fund warned of a loss of momentum in emerging economies.

    Asia's losses came despite strong U.S. job numbers that sparked a Wall Street rally on Friday.

    Hong Kong's Hang Seng dropped 1.9 percent to 20,463.80 and China's Shanghai Composite was down 1.6 percent to 1,974.82. Most other regional markets also fell amid renewed worries that economic recovery in China, the world's No. 2 economy, is faltering.

    IMF Director Christine Lagarde warned at a conference in France on Sunday that a slowdown in emerging economies could result in the fund lowering its 2013 forecast for world growth.

    The Chinese central bank's clampdown on easy credit has fueled additional concern. Michala Marcussen of Societe Generale Group said in a commentary that credit data due out this week would likely show a slowdown in lending.

    "This data will do little to change the picture of credit tightening in China, pointing to slower growth ahead," Marcussen said.

    South Korea's Kospi dipped 1.1 percent to 1,813.13. Taiwan's TAIEX fell 1.1 percent to 7,913.22 and Indonesia's JSX was down 2.1 percent to 4,505.61.

    Japan's Nikkei 225 was up 0.2 percent to 14,338.62 as the yen resumed its weakening trend, which is a perk for Japanese exporters.

    World markets have been volatile in recent weeks as investors worried that an improving U.S. economy would convince the Federal Reserve to scale back a bond buying program that has kept interest rates low and sparked an influx of money into stocks in search of better returns.

    But those worries were put aside Friday after the Labor Department reported that the U.S. added a stronger-than-expected 195,000 jobs last month, suggesting the economy is healthy enough to cope with a withdrawal of the Fed's stimulus.

    The Dow Jones industrial average rose 147.29 points to 15,135.84. The S&P 500 rose 16.48 points to 1,631.89. The Nasdaq composite climbed 35.71 to 3,479.38.

    Benchmark crude for August delivery was up 33 cents to $103.55 a barrel in electronic trading on the New York Mercantile Exchange. The contract gained $1.98 to $103.22 on Friday.

    In currencies, the euro fell to $1.2816 from $1.2828 late Friday. The dollar rose to 101.25 yen from 101.21 yen.

    Asiana Airlines president apologizes for crash that killed 2


    During a televised news conference in Seoul, airline President Yoon Young-doo bowed and said: "I am bowing my head and extending my deep apology" to the passengers, their families and the South Korean people over the crash.

    Four pilots were aboard the plane and they rotated on a two-person shift during the flight, according to The Ministry of Land, Infrastructure and Transport in South Korea. The two at the controls at the time of crash were Lee Jeong-min and Lee Gang-guk.

    Yoon Young-doo described the pilots as "skilled," saying three had logged more than 10,000 hours each of flight time, while the fourth had put in almost that much time.

    Yoon said that the accident likely did not occur as a result of pilot error. He also said that error on the part of mechanics has "yet to be confirmed."

    All four are South Koreans.

    San Francisco resident and crash survivor Benjamin Levy "the crew was not expecting it at all," an account that other passengers have corroborated. Levy described the crew as "overwhelmed" by the "chaos" that erupted on board after the tail ripped off, adding that he and other passengers ended up escorting survivors off the plane to safety.

    The National Transportation safety board has launched a full-scale investigation. NTSB Chairman Deborah Hersman told Fox News investigators have collected the cockpit voice recorder and the flight data recorder and were able to send them out on a red eye back to D.C. late Saturday.

    Asiana Airlines released the nationalities of the people on board the flight: 77 Korean citizens, 141 Chinese citizens, 61 U.S. citizens and 1 Japanese citizen.

    State broadcaster China Central Television said the two victims were Ye Mengyuan and Wang Linjia, students at Jiangshan Middle School in eastern China.

    The South Korean airline said in a statement that Ye and Wang were both 16.

    'Le grand cahier' wins Karlovy Vary film festival

    PRAGUE (AP) ? Hungarian director Janos Szasz's "Le grand cahier" has won the top prize at the 48th edition of an international film festival in the Czech spa town of Karlovy Vary.

    The movie, a coproduction of Hungary, Germany, Austria and France, is based on a debut novel by Hungarian author Agota Kristof about 13-year-old twin brothers who have to spend the cruel years at the end of World War II with their grandmother.

    It was chosen from 14 contenders for the Crystal Globe by the festival's grand jury led by Polish director Agnieszka Holland.

    Saturday's award also comes with a $25,000 cash prize.
