Main Purpose & Function
Reporting to the Senior Financial Analyst -- Utilities Financial Planning and Analysis (FP&A) and working with the Manager of Solid Waste Management, the Solid Waste Financial Analyst is responsible for providing financial analysis for the City's Solid Waste Division, coordinating and calculating the Annual Solid Waste Utility fees, overseeing the budgeting for the Solid Waste Division and administering the financial aspects of the Landfill Agreement between the City and the Corporation of Delta, and the Tri-partite (Landfill) Agreement between the City, Metro Vancouver and the Corporation of Delta.

Specific Duties & Responsibilities
Responsible for providing financial analysis for the City's Solid Waste Division related to the following targets:? Prepares and oversees the budgets submissions from the Branch Managers by assisting and checking for accuracy and completeness and by regularly monitoring the budget expenditures; reporting issues to the Managers and the Director of the Solid Waste Division, as well as the Senior Financial Analyst, Utilities FP&A, and working out possible solutions. Also, use automated and statistical software packages to analyze financial data, present trends, cost estimates and develop forecasts for budget recommendations; Co-ordinates and calculates the Annual Solid Waste Utility fees billed to property owners, ensuring that they are reported and distributed accurately, investigating anomalies and taking corrective actions, and monitors Solid Waste Capital Reserve impacts, evaluating various financial and operational scenarios and alternatives along the way; Conducts research and analysis into cost component structures. This includes reporting on the implementation of all financial aspects of the Solid Waste By-Laws and agreements in which the City of Vancouver is involved and advising the senior management on the financial impacts to the City during the renegotiation of the agreements; Co-ordinates special projects such as cashflow analysis of the Solid Waste Capital Reserve, demand analysis for the Food Scraps program, strategic financial assessments of future Solid Waste Management roles for the City and analyzing other municipalities Solid Waste Operations costs and reviewing, comparing and reconciling them against actual costs of the City of Vancouver; Liaise with other departments and provide co-ordination on issues involving internal audits, risk management and insurance requirements for the Solid Waste Division; Other duties/responsibilities as assigned.

Qualifications

Education and Experience
A Bachelor's Degree or equivalent from an accredited university with major course work in commerce, accounting, finance, economics or business administration and designation or eligibility as a Professional Accountant is preferred; minimum of 5 years of increasingly responsible professional experience in accounting, finance, budgeting and making financial analysis.

Knowledge, Skills and Abilities:
Basic knowledge of the principles, practices and methods of finance, budgeting, budget development, information technology and business concepts. Good knowledge of the municipal financial reporting standards and regulations is preferred. Familiarity with Solid Waste Division programs and services, an understanding of the Tri-partite Agreement and good knowledge of laws and regulations governing the financial operations of the Solid Waste Division would be an asset; Good knowledge of data entry, database access, word processing, spreadsheet development, basic statistics, computerized financial reporting system and other computer applications (MS Word, Excel and SAP) for the purpose of budget preparation, research and forecasting; Strong interpersonal skills, written and oral communication skills, clear and accurate report writing, proven financial analytical abilities to research, compile and summarize varied information, excellent business skills, strong organizational skills in order to prioritize work and meet critical deadlines, demonstrated ability to take initiative, to make sound independent judgments within established policies and regulations and to deal with all stakeholders in a customer focused manner; The position requires good business acumen and the ability to link finance to the business; Also, the person performing this position must maintain open communication with staff from other departments, property owners and other agencies, solving the problems and dealing with issues in a timely manner as they arise.
